"In Broward County, there were just 17 housing starts

I dont want to hear about or read anymore articles about real estate percentages unless they report with actual numbers . If Broward county Florida had 78 housing starts which we did we would have a huge percentage increase from the previous 17 . But we have a population of about 1.8 million people . Now how does the number 78 sound in relation to 1.8 million people .
